Conversely, § 2 Z 3 of the draft for the RKEG speaks of an "event that significantly disrupts or could disrupt the provision of an essential service, including an impairment of constitutional fundamental principles."</ref> This aims to improve resilience, covering not only "digital" but also "analogue" threats.[1] For instance, Recital 3 mentions a "dynamic threat landscape," i.e., "evolving hybrid and terrorist threats, as well as increasing interdependencies between infrastructures and sectors." Furthermore, there is "an increased physical risk related to natural disasters and climate change." In addition to the resilience of critical entities, their ability to provide services in the internal market that are essential for maintaining vital societal functions or economic activities should be improved (Art 1 para 1 lit a, b CER-D).
